Libperconaserverclient21-dev doesn't ship mysqlclient.pc (pkg-config)

libperconaserverclient21-dev seems to not ship mysqlclient.pc for some reason, even though it is still in the source tree.

This package contains mysql_config, but some bindings switched to using pkg-config: Package installation fails after new release v2.2.0 · PyMySQL/mysqlclient · Discussion #624 · GitHub

Is there a bug in the PS 8.0 packaging?
