Is the Percona pg_tde extension usable with the community editions of PostgreSQL?

At this point in time, pg_tde is only available with Percona PostgreSQL. That being said the long term goal is to make it compatible with community postgres.

Yes, that is correct. Because pg_tde is such a radical and substantive piece of technology key updates are required to the base code. And at this time we are actively working with the community in this regard.

FYI: Otherwise Percona PostgreSQL is virtually the same as the community version.
