Will percona xtrabackup can take backup of all MySQL storage engines other than InnoDB like MEMORY, MYISAM, CSV, ARCHIVE, etc…?

Yes it takes backup of non-InnoDB storage engines too, however, engines like Memory will not have any data on it since it requires your to start a new instance to restore the backup. All other engines like MyISAM, Archive, MyRocks will work and be part of the backup.
