mysql_upgrade fails if enforce_storage_engine=InnoDB.
Is this a bug or it should work this way?

Can you tell us which PS server version you are using? You are right about that bug but there is workaround at the last comment. Have you tried to run mysql_upgrade with --skip-grant-tables and check? Please let us know. Thanks.

We were able to fix database by replacing corrupt mysql tables.
Database started and then we were able to perform complete mysqldump.
