Reading your documentation, I found a big wrong on your documentation

Percona Documentation - Percona

The PATH showed on the documentation:
/etc/percona-xtradb-cluster.conf.d/wsrep.cnf

that is wrong, the correct path is:

/etc/mysql/percona-xtradb-cluster.conf.d/wsrep.cnf
