From my understanding, it’s possible to install the operator cluster-wide, but I can’t find it as an option in OpenShift’s OperatorHub. Is it in the process of being certified?

we don’t have cluster wide yet for openshift for this operator thru marketplaces. You can do it manually though with oc by following our doc: Install Percona Server for MongoDB in multi-namespace (cluster-wide) mode - Percona Operator for MongoDB
