WSREP has not yet prepared node for application use

We had a 3 node setup and one node dropped off the cluster while reverting the snapshot. This node was the master from where bootstrap had triggered. This node has cluster size as 1 and became non-Primary.
Surprisingly, the other two nodes still show cluster size as 3 but while trying to create a sst user get an issue as “WSREP has not yet prepared node for application use” .

Any idea how can we recover from this state?

If the other 2 nodes are reporting a cluster of size three, check wsrep_local_addresses to see what other nodes they think is part of the cluster. What does wsrep_local_state report on the 2 nodes? I would shutdown your bootstrap and re-start that node normally.
