Remote backups to a centralized server

I am looking for a replacement for my current backup solution that is used to back up the MySQL databases from several of our web servers to a centralized offsite server that simply stores the backups. If a restore is necessary, it is restored back to the original server from whence it came, or maybe to somewhere else, like a development server, etc.

There will be no MySQL instance on the centralized server.

Can I do this with Percona XtraBackup? And if so, how?

Yes, PXB supports streaming the backup from MySQL server to another server for storage. When restore is needed, simply copy the backup from central server back to new MySQL host. Our documentation has several examples on this.
