My understanding of the mongoDb SSPL license is that, anyone who creates a managed mongoDb service needs to release their code publicly. Does this include the infrastructure code that provisions the servers when the user creates an instance? Or only modifications to the mongoDb server itself?
Percona does not operated a MongoDB Hosted service. Can you please show me where you found the information that made you think this?

Our Managed services team will manage your MongoDB installations. We do not host them. This is not a hosted service. You have your MongoDB in your datacenter, or in the cloud and then we take over management of those systems for you.
