can percona-xtrabackup-2.4.6 version be used with Oracle MySQL 5.7.24 or higher？

The xtrabackup-2.4 series works with all MySQL 5.7. You need xtrabackup-8 to work with MySQL 8.0.

On top of what @matthewb already said, just make sure to always use the latest version available for PXB. The version you mention, 2.4.6 is really old and we recommend running on a more recent version of the 2.4 series.

thanks for your reply on time,thanks for your advice about using he latest version available for PXB,i will do that .but now I want to make sure that according to on top of what @matthewb already said,my understanding is that percona-xtrabackup-2.4.6 is compatible with oracle mysql 5.7.24 or higher,please check if my understanding is correct,

As what I can see PXB-2.4.6 was released in February 2017
And Percona-Server 5.7.24 was released in December 2018
So it would be better to update pxb-2.4.6
