Passwords with extended characters

I have a question:
I am fairly new to mysql. I created several users and tried to use an extended character in a password: güst. When I logged off and back on as the user, I could not input the 'ü'. Any ideas of what else I can look at ?

This is what I got. When I use the alt-129 to enter the 'ü', it did not process it.

C:\Program Files\MySQL\MySQL Server 5.0\bin>mysql -u andrew -p
Enter password: ***
ERROR 1045 (28000): Access denied for user [EMAIL="'andrew'@'localhost'"]'andrew'@'localhost'[/EMAIL] (using password:
YES)
