Debian 8 installation problems (dependencies) Percona server 5.7

Installing Percona server 5.7 on Debian 8 works fine but when I then later install percona toolkit or some other packages like mailutils it pulls in mysql-common and this re-installs the /etc/mysql/my.cnf. User interaction is needed to handle the file and this breaks my unattended installs. If I install mysql-common first and then install percona server and the rest all is fine. Is this something that needs to be fixed in the percona server/client packages? It's a bad experience like this and costed me some time to figure out, so probably other people will struggle with this too.
